ACTUAL
STRIKES/LOCKOUTS
Two
(2) work stoppages were declared during the first week of August of 2007. Total number of work stoppages handled as of
this period summed up to four (4) cases including the carry-over case from
2006. No work stoppage was experienced
during the same period last year.
Three
(3) work stoppages have been declared since January. This number is 67% lower than the nine (9)
actual strikes recorded from January to August last year. Workers affected likewise decreased by 69%
from 949 to 292.
Mandays
lost was computed at 4,528 compared to 25,877 during the same period last year.
The
strikes at Dr. Fe Del Mundo Medical Center Foundation (NCR) and Chiyoda Integre
Philippines Incorporated (RB IV-A) declared during the first week of August
involved unfair labor practice (ULP) with 130 and 108 affected workers,
respectively. These strikes were
disposed during the first week of August.
On August 7, 2007, the labor dispute at Dr. Fe del Mundo Medical Center
Foundation was assumed jurisdiction by the Secretary while the labor dispute at
Chiyoda Integre Philippines Inc. was amicably settled last August 3, 2007.
NOTICES
OF STRIKE/LOCKOUT
Nine
(9) new cases of notices of strike/lockout were filed during the first week of
August this year. Total NS/L cases since
January totaled to 228, 3% higher than the 221 cases filed during the same
period last year. The new cases involved
42,859 workers compared to 48,480 last year, a decline of 12%.
Of the cases filed this year, issues of
alleged unfair labor practice acts were present in 157 cases, while 57 were on
grounds of deadlock in bargaining negotiations.
Fourteen (14) cases raised both the issues of unfair labor practice and
bargaining deadlock.

amicably settled during the first week of August:

Disposition rate for the first week of
August was recorded at 79%. Settlement rate, is 71%, higher by 6% from the 64%
registered during the same period last year.
As
of August 7, 2007, 58 notices are still
ongoing conciliation-mediation.
PREVENTIVE MEDIATION
Eight
(8) new preventive mediation cases, on the other hand, were filed for the first
week of August. Since January, cases
filed as preventive mediation were registered at 313 or 17% lower than the 376
cases filed a year ago. Workers involved in the new PM cases also declined at 67,484
compared to 85,864 last year.
Of the 313 total cases filed, 278 involved
unfair labor practices. Deadlock in collective bargaining, mostly on economic
issues, were raised in 20 cases. Fifteen
(15) cases raised both ULP and BD.
As of August 7, 2007, 74 preventive
mediation cases remain the subjects of ongoing conciliation-mediation
proceedings.
